Law No. 93/2021, of December 20, transposes Directive (EU) 2019/1937 into Portuguese law, establishing the General Regime for the Protection of Whistleblowers of Offenses.

Among the main obligations is the implementation of internal whistleblowing channels by all entities with 50 or more employees, as well as by entities in the financial, money laundering, transport security and environmental sectors, regardless of size.

The law also imposes strict deadlines: acknowledging receipt of the complaint within 7 days and communicating the measures taken within a maximum of 3 months. Fines for non-compliance can reach €250,000.
